LastPass recently changed their free account offering slightly today. It may not affect everyone, but it does limit the free version to only be able to access passwords from either PCs or mobile phones, not both anymore.

The best alternative is Bitwarden and it takes less than 5 minutes to import your passwords from LastPass into it. Open-source seems to be the only means of consistent freemium service now.
